Professor Vincenti has not done his homework!
In a Daily News article (Weekend, April 5-6, 2008) he mentions just the summary of a bill and claims it raises the cost of attending the UI for non-residents. This is simply untrue. The bill does not change the fees paid by non-residents. As a law professor and Harvard graduate, he should know the importance of doing the reading.
If Vincenti had actually read the bill (HB401) he would know that it ensures that Idaho students who are serving on a mission for their church, working with the Peace Corps, or studying or teaching abroad, do not lose their residency status while out of state. Members of the United States armed forces were already protected.
The bill also clarifies current law and expands a list of specific ways that a student can establish Idaho residency, such as holding an Idaho driver's license, registering a car or truck in Idaho or opening bank accounts in Idaho. This makes it easier for students to establish residency and easier for the UI administration to ascertain residency status.
This bill was presented by the University of Idaho's Board of Regents and was passed unanimously by the Idaho Senate, with all Republicans and all Democrats voting for it.
Sheldon, perhaps you should read the entire legislation. We should expect a candidate for the Idaho Senate to be able to read and understand legislation, and not be limited to the "Cliffs Notes" version.
