A McCall newspaper ran an article indicating that the Tamarack Resort in Cascade, which has filed for bankruptcy protection, had been sold by Suisse Bank to an investor from the United Arab Emirates. The new investor was going to build an underwater resort and install a remote control device so that guests could sit in the lounge and watch perch and trout bite on their lines and then land them via remote control. The end of the article said "April fool."

There appeared to be a resistance to adjourn the legislature on April 1st today, so it has been delayed one more day.

The major issue to resolve is the Personal Property Tax which is in a conference committee that will meet at 8 in the morning. Speculation is that the amount of personal property that will be exempt from taxation will have to raised somewhere between $75,000 and $100,000 to satisfy the House.

The House State Affairs Committee will meet to address SB 1447, the bill that requires retired state employees who are medicare eligible to go on medicare.

It appears that no legislation to address the primary election process will be forthcoming. It does appear likely that should the primary elections be closed to all but registered party members that a resolution will be forthcoming that established a Washington type primary. Stay tuned.

The Senate cleaned up its agenda today, including the passage of the audit of the Idaho Transportation Department.

HJR4, the bill to amend the Constitution to allow local option taxes but require a 2/3 vote is dead as the necessary 2/3 vote requirement cannot be found in the Senate. Local option taxes can be allowed by law; we do not need to amend the Constitution to provide this. The 2/3 requirement is also an impediment.

We expect to adjourn tomorrow early in the day.
